According to Jose Casanova, a secular state does not mean a state that controls or hostile to religion. The secular means that the state protects the religious freedom of individuals and it does not have any preferences for any one religion. The state has a duty to be secular in protecting religious rights and freedoms. The professor adds that in Ukraine the most pluralistic region is Galicia: there is a bunch of different churches, but no one can say that it claims to be a national church.
